Singareni Collieries Issues Consultancy Tender for 67.5 MW Solar Project

Singareni Collieries Company (SCCL), a coal mining company owned by the Government of Telangana and the Government of India, has floated a tender to appoint a project management consultant for a 67.5 MW solar power project.

The last date for submission of bids is June 5, 2024. Bids will open on the same day.

Bidders must furnish an earnest money deposit (EMD) of ₹700,000 (~$8,383).

They must also pay a transaction fee of 0.03% on their quoted value (on a landed cost basis) plus 18% GST on the transaction fee.

However, there is a cap on transaction fee of ₹10,000 (~$119.76) in case the quoted value is up to ₹500 million (~$5.9 million) and a cap of ₹25,000 (~$299.41) in case the quoted value is more than ₹500 million (~$299,416.74). The GST is over and above the cap value.

Bidders must have performed project management consultancy, owner engineering services, pre-bid engineering services, or a combination of any two or all of these services for:

Only completed projects will be considered for experience, and the projects must have been executed by entities registered in India. Experience from foreign parent companies will not be taken into account for evaluation.

Bidders must have a minimum annual average turnover of ₹25 million (~$299,416) from consultancy services over the last three financial years (2020-21 to 2022-23).

They should have a positive net worth as of March 31, 2023.

Bidders must have five key personnel on their company rolls: team leader, safety expert, plant performance test witness expert, inspection engineer, and inspection engineer for solar modules.

Consortiums, associations, and sub-contractors cannot participate in this tender.

The payment timelines are structured as follows: 20% of the total cost is allocated for design engineering review services, 40% for site management services, 15% for module inspection services, 15% for the inspection of solar plant equipment other than solar modules, and 10% for plant performance testing.

In March 2022, SCCL issued a tender to appoint a consultancy agency to prepare preliminary survey reports on policy and infrastructure for developing ground-mounted solar projects in Rajasthan, Gujarat, and Karnataka.
