HPCL Invites Bids for a 100 MW Solar Project in Andhra Pradesh

Hindustan Petroleum Corporation (HPCL) has invited bids on behalf of its subsidiary HPCL Renewable & Green Energy for the engineering, procurement, and construction (EPC) package of a 100 MW solar power project at Galiveedu, Annamayya district, Andhra Pradesh.

Approximately 500 acres at the Galiveedu Solar Park has been identified for the plant’s construction.

The deadline to submit the bids is May 17, 2024. Bids will be opened the same day.

The plant will be set up on a lump sum turnkey/EPC basis at a fixed price. Its operation and maintenance (O&M) is for five years and will be extendable by another five.

The developer is expected to complete the project in 11 months from the date of the letter of acceptance.

Bidders must pay an earnest money deposit (EMD) of ₹30.3 million (~$363,064). Central public sector enterprises are exempt from making EMD payments.

The EMD may be forfeited in the following cases: (i) Withdrawal of offers within the validity period, (ii) Non-acceptance of the letter of acceptance (LOA)/Purchase Order (PO) if and when placed. (iii) Failure to confirm acceptance of the PO within the stipulated time. (iv) Unilateral revision of the offer made by the tenderer during the offer’s validity. (v) Failure to execute the LOA/PO for any reason.

The selected bidder must also furnish a performance bank guarantee amounting to 5% of the EPC contract price within 30 days of receiving the award letter.

The average annual financial turnover during the last three years, ending March 31, 2024, will be a minimum of ₹1.68 billion (~$20.13 million).

Bidders must have completed similar works in the last seven years. Similar works include the design, engineering, sourcing, supply, construction, erection, testing, and commissioning on a turnkey basis ground-mounted solar power project of a minimum capacity of 50 MW of a project, and should have also carried out the O&M of the project for at least a year from the date of commissioning.

They must have completed three similar projects with each value at not less than ₹2.25 billion (~$26.96 million) or two similar projects with each valued at not less than ₹2.81 billion (~$33.67 million). Alternatively, they must have completed at least one similar project with a value of not less than ₹4.5 billion (~$53.92 million).

The bidders must have also managed the operation and maintenance of this project for at least one year.

The modules used for the project must be as per the latest Approved List of Models and Manufacturers (ALMM) published by the Ministry of New and Renewable Energy.

In January last year, HPCL invited bids to select an EPC contractor for a 7 MW solar power project in Maharashtra.

In December, Soshe Power Tech, a Hyderabad-based solar power project developer, won the EPC contract from HPCL for a 1.9 MW solar power project to be developed at Hiriyur in Karnataka.
